Last month, conservatives from around the country gathered in DC for the first ever Conservative Climate Lobby Day. They represent a growing number of conservatives who worry that the Republican party is losing ground on the issue of climate change. One of the participants, 22-year-old Jacob Abel, told VICE News that the party might lose young people like himself if it doesn’t lead more on climate policy. “I think that's why they're starting to move on it more now because they see the writing on the wall. This is an important issue for people who are my age. They want to see climate change addressed. They want conservative Republican solutions for it. So if they don't adjust to it, I think they will lose voters.” Abel and about seventy other conservative lobbyists spent two days in DC- one for training, one for lobbying - to push Republican lawmakers on the Energy and Carbon Dividend Act. It would place a carbon fee on emissions to be paid out by companies. And that money would be given back to citizens as a dividend check to American households. The bill has some sweeteners for conservatives too, like halting certain greenhouse gas regulations in the Clean Air Act. Their lobbying didn’t result in congressional action on the bill, which still only has one republican co-sponsor. The lobbyists even found resistance with certain Republican members who are considered the party leaders on the issue. Rep. Garret Graves of Louisiana, a state ravaged by receding coastline, is the ranking member on the House Select Committee for the Climate Crisis. VICE News spoke with him in his office on Capitol Hill to hear his approach to tackling climate change and how that differs from what the conservatives lobbyists are proposing. MADRID -- Before the outbreak in Spain began, the only people who went in and out of the small hospital where Alfonso Molina Moreno works as a nurse were visitors, staffers, and cleaning crews. Patients come to Hospital La Fuenfria for long-term, palliative care and Moreno, who has worked as a nurse for 16 years, found a sense of purpose in bringing them care and company at the end of their lives. Now, he and his colleagues worry that they’re doing harm. A few days before we spoke, patients at the facility started testing positive for COVID-19. “We don’t know where it came from,” Moreno said. “We don’t know whether we, the staff, brought it here. We don’t know whether it was due to the patients’ visitors. We don’t know the source.” The hospital has cut off all visits. Staffers now take exhaustive precautions when working with patients who have tested positive-putting on protective equipment they dispose of in contaminated rooms and washing their hands on both sides of the door. But there’s still a degree of uncertainty. When we spoke, Morena hadn’t been tested, and Spain’s health ministry says health workers currently make up nearly 14-percent of positive cases. Now, as the country scrambles to contain the virus it’s ordered 640,000 test kits from China and Korea in an effort to screen health workers and the most vulnerable. The hope is that this will help identify people who need to self-isolate. Morena isn’t just thinking of the patients he’s now caring for. He’s worried about how long the virus was in the hospital. After a patient with cervical cancer died, a post-mortem X-ray showed her lungs had advanced, bilateral pneumonia. “It could have been coronavirus, right? She wasn’t tested,” he said. “And it’s like, oh my God, to what extent-let’s see, this needs a pinch of salt but-what if it was me? That's it. So I can’t hide it, because you really don’t know. Even with all the security measures in place, you still don’t know.” Like everyone working despite an outbreak, Morena worries about infecting his loved ones. “I told this to my colleagues, and we have this kind of sharing moment. We're all going through this bad phase, this suffering.” But he isn’t thinking about quitting. “I really find myself fortunate to be able to work because I have the chance to go and feel useful,” he says. He’s even volunteered to take on more shifts. “The healthcare providers, at this moment, we have to be there no matter what. Because if it is not us, who will it be then? For the lebanese, Coronavirus is only piling on top of an already dire situation. On Monday, the Lebanese government announced it would stop paying all around $30 billion worth of foreign loans, defaulting for the second time on part of its 90 billion dollar debt this year. If that sounds like big picture economics, imagine not being able to withdraw money from your own bank account in order to pay your bills and buy food. Since the first reports last October that the state may not be able to repay its debts, lebanese banks have imposed capital control, limiting the amount of money everyday lebanese can withdraw from their own accounts. One customer, Wafaa Zu’hair told us the amount she was able to withdraw in cash was decreasing every few weeks. “We used to get [be able to withdraw] $300 a week, now it's $200 every two weeks.” she told VICE. The measure is permitted because it is the only way to prevent a so-called “bank run,” when account holders withdraw all their funds at once leading to the collapse of the banking system. The International Team Mapping the Real-Time Spread of Coronavirus

Think of it like Wikipedia, but an open database - curated by volunteers - that instead tracks and maps the real-time spread of COVID-19 around the world. Since the onset of what has become the COVID-19 pandemic, an international team of over 20 researchers has been aggregating information and developing publicly available datasets to help people study the outbreak as it evolves. Many of the researchers part of the Open COVID-19 Data Curation Group first connected in 2015 while working on a similar project during the Ebola outbreak in West Africa. But the scale of COVID-19 has already made this latest effort a much larger task. “We didn’t necessarily anticipate in early January that this was going to become a pandemic,” says Samuel Scarpino, an assistant professor at Northeastern University’s Network Science Institute, who is a member of the collaboration. “It really is being operated now like the large scale project it has become” The goals of the project are to make this raw data open to the public to inform how this outbreak began, give a real-time look at how the situation is changing, how it is unfolding both locally and globally and what is working to stem the spread. The information is being widely used by an array of individuals and organizations including the CDC, European CDC, and WHO. The project is collaboratively led by Moritz Kramer of the University of Oxford, and David Pigott of the University of Washington in Seattle. Megan Job is a Brooklyn native who is studying neuroscience at Middlebury College in Vermont. She used to live on campus, but had to leave after the school closed due to the coronavirus outbreak. She is uncertain where she will stay until the campus reopens because she is what housing advocates consider “housing insecure.” Throughout Megan’s life, her family has experienced homelessness or housing insecurity. Megan says her mom, Maxine Stanford, worked full-time but struggled financially to raise two daughters in New York City. Maxine has been renting a room in Jersey City, NJ for a few years, but recently, Megan’s sister needed to move in. Megan doesn’t want to stay there more than a few days because she doesn’t want her mom to lose her housing. According to a study by The Hope Center for College, Community and Justice, a research center focused on education and social policies, an estimated 14 percent of four-year college students are homeless and another 60 percent are considered housing insecure. Middlebury told VICE News that a prorated room and board credit would be applied to students’ accounts when they returned. Megan doesn’t have the money to rent a room in New York City, so she is having to get creative with short-term solutions. She is currently staying in an Airbnb in Brooklyn, which one of her former teachers was able to help her pay for. She will only be there until the end of the month. She will then possibly work as a nanny for a couple who needs childcare. In exchange, they will let her stay in their empty Airbnb. This will give her a stable place to live until she goes to Washington D.C., where she will work as a summer intern for the National Institutes of Health. As most of the world practices social distancing, the Dutch are trying a different strategy to protect the vulnerable from the coronavirus: They’re aiming for so-called “herd immunity,” or what happens when enough people have survived the illness to effectively slow its spread. “As we wait for a vaccine or medicine, we can slow down the virus spreading and at the same time build up herd immunity in a controlled manner,” Dutch Prime Minister Mark Rutte said last week during an update on COVID-19, the contagious respiratory illness caused by the coronvirus. Like a lot of other world leaders, Rutte is now in the business of calming his citizens down. But he’s also a pragmatist. “The reality is also that in the coming period a large part of the population will be infected with the virus," he added. So unlike the Italians or the French, the Dutch are not on lockdown. Schools and restaurants have been told to close, but strict social distancing hasn’t been imposed. People are still hanging out in parks. Even the coffee shops that sell weed are open, though now only for to-go orders. The owner of one coffee shop in Tilburg, who goes by his nickname Meuk, told VICE News that in times like these, establishments like his are vital because they help people keep calm. But Meuk is still taking precautions. For the second day in a row, President Trump opened a press conference today devoted to an outbreak that has now killed more than 200 Americans without saying the word “coronavirus.” Instead, he substituted his chosen name: “The Chinese Virus.” Other Republicans are also racing to rebrand the virus that causes COVID-19. House Minority Leader Kevin McCarthy has called it “Chinese Coronavirus,” while Arizona Rep. Paul Gosar is trying to make “Wuhan Virus” a thing. One White House official even allegedly referred to the global pandemic as “Kung-Flu.” The World Health Organization intentionally avoids this, and advises against any possible nickname for a disease that calls up people, places, groups, or even professions, because those names can create a stigma. Even the Trump-appointed director of the Centers for Disease Control and Prevention, Robert Redfield, told the House in a hearing that using location-specific labels for the virus is “absolutely wrong and inappropriate.” There is a long, inglorious history of naming diseases after disdained groups. In 1495, Russians called a syphilis outbreak the Polish Disease, the Polish called it the German Disease, and the French and Italians named it after each other. The 1918 flu pandemic that infected over a quarter of the world’s population is still referred to as “The Spanish Flu,” even though there is no consensus on where that outbreak originated. Spain just happened to have the most reliable reporting at the time, as other countries censored their press to boost morale during World War I. Because Spain reported the first illness-related death, it got stuck with the name. Progressive goals that long seemed like pipe dreams suddenly don’t look so far-fetched as the novel coronavirus ravages the economy. Progressives have long fought for universal paid sick and family leave. Expanded unemployment insurance has been a top priority as well. And liberals have stewed over corporations buying back their own stock after getting government help. More recently, universal basic income - direct cash payments to all Americans - has become popular in some liberal circles. Rep. Tim Ryan (D-Ohio), who ran for president last year, has advocated for many of these provisions. Last week, in response to the economic destruction wrought by the pandemic, he and Rep. Ro Khanna (D-Calif.) introduced legislation to give direct cash payments to Americans. Republicans are suddenly on board with - or at least open to - some of them. We talked with him on Wednesday about how the coronavirus has changed politics, and parallels he sees with how America responded to the Great Depression. The idea was to prevent accidental incest on the tiny Icelandic dating scene. Just don’t ask Dr. Kári Stefánsson, CEO of deCODE Genetics, about it. “It's a little bit of a joke. Nobody uses it, but the international press likes to write about it. That's all.” And perhaps that’s fair. Stefánsson says the genetic information deCODE has collected on the people of Iceland has contributed to our understanding of schizophrenia, cancer and autism, just to name a few. And now the company has turned its attention to COVID-19. Using its unique repository of information about the genetic makeup of the Icelandic population, deCODE is planning to screen 15,000 asymptomatic people to learn about the virus. MOSCOW - The fight against coronavirus has stopped performances by the world famous Bolshoi Theater company, something that even World War II couldn’t do. It’s part of Russia’s efforts to contain an outbreak which President Putin claims as “a whole is under control.” For weeks, Russia only reported a handful of infections. Then on Monday, that number went from 63 to 93. The next day it was 114, and the day after 147. The government jumped into action- closing the border to foreigners, banning gatherings of more than 50, and forcing residents returning from abroad to self-isolate. Muscovites responded by stockpiling, emptying supermarket shelves and wearing face masks. But for some experts this response might be coming too late. Anastasia Vasilyeva, Head of an independent doctors union, Doctors Alliance told VICE News, “Across the country, there are a huge amount of patients with pneumonia … we cannot ignore the coincidence and link these pneumonia cases with Coronavirus. In my opinion, there are tens of thousands of cases that we don’t know about.” She's not the only one who is worried that the rate of infection in a country of 146 million people, that borders China on one side and Europe on the other, seems suspiciously low. Especially because most people who arrived from abroad haven’t been tested. Although Putin claims Russia has curtailed the spread of the epidemic he’s called for an increase in the production of tests and more supplies of medicine and equipment. The government has gone so far as to order prisoners to start making face masks. But for Vasilyeva, the national response isn’t going far enough: “Russia is absolutely not ready for the epidemic. CHRISTCHURCH, New Zealand - It’s been a year since he was shot in the spine while praying in a mosque, but Rahimi Ahmad still feels constant pain. On March 15, 2019, a white supremacist allegedly killed 51 Muslim worshippers in a terrorist attack on two mosques in Christchurch, New Zealand. “We heard a very loud sound: 'bang bang' ... two times. We heard the people at the back scream 'run, run'! Shooter!” Ahmad said. “I got shot. I thought this is my final day.” Twenty-eight-year-old Brenton Tarrant has pleaded not guilty to the killings, the attempted murders of 40 people and one charge of terrorism. He goes on trial in June. The massacre left deep scars -- and radically changed the firearms laws in the small South Pacific country. Within 28 days, the prime minister pushed sweeping reforms that banned the military-style semi-automatic weapons allegedly used by Tarrant. More than 60,000 now-illegal weapons were handed into the government at a series of buyback programs that ended on December 20. The government paid out U.S. $60 million as compensation. But the success of the reform is still up for debate -- and no one knows just how many people didn’t turn in their guns at all. VICE News traveled to New Zealand and met with police, a gun retailer and gangs to assess the ongoing impact of the mosque massacres and the law reform that followed. NEW SOUTH WALES, Australia - The worst fire season in living memory has devastated all corners of Australia. The most ferocious of these burned for more than four months, scorching 72,000 square miles of land and destroying more than 9,000 buildings -- including 3,500 homes. Thirty-four people died, and millions of wild animals were caught in the flames. For two decades, scientists have said that because Australia’s climate is heating up, the fire season would grow longer and more severe -- but for Australian citizens, pinning the blame on climate change isn’t straight-forward. On New Year’s Eve, the North Rosedale home of Jack Egan and Cath Bowdler burned down. “This is too much,” said Egan among the ruins of his home. “We’ve gotta change, and we’ve all gotta be on board with the change, otherwise we all go down. There’s no politics in catastrophe.” But coal is the country’s top export, and the lion’s share of Australia’s electricity is generated by coal-fired power stations. The country’s prime minister is a staunch defender of the mining industry, which is centered in the outback of Queensland. At the end of their shifts, mine workers often drink at the Commercial Hotel’s bar in Clermont. And hotel owner Roger Vine is quick to pour cold water on the link between the ferocious bushfire season and climate change. “I think the climate’s changing. I don't think it will ever stop, and I don't think it'll ever finish, he said. “They've had bushfires here for millennia.” VICE News traveled across Eastern Australia to hear how this severe season of bushfires has stoked debate on the potential effects of climate change. Five years into Europe's refugee crisis, the multi-billion Euro refugee deal with Turkey has broken down. Less than 2% of the refugees slated for resettlement in the rest of Europe have left Greece, as European nations refuse to implement the bloc's continent-wide asylum policy. At the same time, almost no failed asylum claimants have been returned to Turkey, while the number of new arrivals have spiked, doubling in the past year. As a result, Greece has been left to cope with the crisis alone, with the bankrupt Southeast European nation transformed into the continent's open-air prison camp. On the island of Samos, where 7000 migrants and refugees live in squalid conditions on the hillside overlooking a town of 7000 Greeks, locals are enraged. With the tourist economy devastated, islanders feel abandoned by both the Greek government in Athens and the European Union as a whole. The situation’s about to explode: and local islanders blame the mostly Northern European NGOs and journalists they accuse of exacerbating the migrant crisis, and ruining the image of their island overseas. VICE News travelled to Samos to meet the refugees, migrants and locals living in uncomfortable proximity as tensions mount, and local officials demand action from the capital. The coronavirus pandemic is shutting down museums, theaters, and clubs. It’s forcing fashion shows to reschedule and talk shows to play to empty seats. Broadway’s going dark, March Madness is off, and politicians are rallying to audiences made up solely of their own aides. On March 12, an Olympic gold medalist lit the torch for a small, private audience then ran through trees alone. The virus seems to be showing us what’s important: not sports or glamor, but health and family; not politics, but political action. It’s shutting down events that used to symbolize our connection as citizens and fans, while showing us how connected we have always been. We can see now visualize that what happens to one of us in Wuhan can derail traders in New York and kill leaders in Iran. But our response is also shutting down services that perform a vital function. It’s pushing an estimated fifth of the world’s students out of classrooms and shutting down the places we need most in times of crisis. Italy’s ban on public gatherings mean a ban on funerals. Saudi Arabia suspended pilgrimages to Mecca, and both the Catholic Church in Rome and the Governor of Kentucky called on churches to close doors that have stood open through flood and famine. The Pope, meanwhile, is holding an audience from the comfort of his plush, private library. We are left to mourn alone. The mental cost is real. A 2020 report on social isolation by researchers at the National Academies of Sciences found that older people who keep to themselves develop a “significantly” higher risk of dementia. Life won’t be much easier for younger generations kept apart and forced to live on screens, whose affect on mental health we don’t yet understand. The pandemic is forcing our society to take a hard reckoning of what is essential, and what we can do without. But the costs of those cuts can never be tallied. Shortly before the 20th anniversary of the Columbine school shooting, an 18-year-old named Sol Pais sent much of the United States into a panic. Without telling anyone her plans, Pais had flown from her home in Miami to Denver, where she bought a shotgun and then disappeared. When the FBI learned about her obsession with Columbine, it launched a manhunt involving more than 20 federal, state, and local law enforcement agencies. Hundreds of schools closed, affecting more than 500,000 students. Pais’s picture was all over the news, which described her as “armed and dangerous." All of it - the manhunt, the school closures, the wall-to-wall coverage on local and national TV - was for naught. Law enforcement and the media had fundamentally misunderstood the story of Sol Pais: She never made any explicit threats, nor was there any indication that she intended to cause harm to others. That misunderstanding was based on a deeper failure to comprehend what drives young people to become fixated with the Columbine massacre - and what lies at the root of school shootings themselves. Meet Trump's CDC Director Who Has a History of Controversial Health Decisions

You might have seen him lurking behind Vice President press while he’s delivering an update on the administration’s efforts to contain the coronavirus. Or looking on as President Trump touts his own medical know-how during what’s meant to be an update on the administration’s efforts to contain the coronavirus. He’s Robert Redfield, the director of the Centers for Disease Control and Prevention. And while Trump’s approach to the epidemic to date seems to involve minimizing the issue, Redfield oversees the federal agency tasked with actually responding to it. So who is he? Redfield is no stranger to epidemics, seeing as he’s a virologist. When he was announced as the CDC director in 2018, Health and Human Services Secretary Alex Azar cited his pioneering contributions to advancing our understanding of HIV/AIDS. But some of those contributions have been controversial. As the U.S. Army’s chief AIDS researcher in the 1980s, Redfield supported mandatory HIV screening for the military, which kept recruits from serving if they tested positive, and led to several active duty troops being segregated - a practice Redfield defended at the time as necessary to control the AIDS epidemic. In 1992, the Defense Department investigated Redfield after he was accused of overselling the effects of an experimental HIV vaccine he oversaw. Though no evidence of misconduct was found, the vaccine ended up failing. That same investigation criticized Redford for having an inappropriately close relationship with a non-profit founded by evangelical Christians, which worked to contain the HIV/AIDS outbreak by advocating for abstinence before marriage, rather than passing out condoms - a view he says he’s since changed. When it comes to the U.S. response to the coronavirus, the CDC is playing catch up. And Redfield is one of the key people who’s going to be answering for it. The agency shipped its first test kits to state labs in February, a month after the world learned of the outbreak in China. But some of those kits were flawed, thanks to a contaminated reagent, leaving labs with inconclusive results. As of March 9, the CDC and state health labs had conducted more than 8-and-a-half thousand tests, resulting in 423 confirmed cases. Compare that to the UK, which has a similar number of confirmed cases - 319 - but has managed to test nearly 25,000 people. Those numbers are already out of date, but whatever they are by the time you read this, it’s likely that Trump will be seeking to downplay them. That shouldn’t matter to the director of the CDC, whose first concern should be the health of Americans, not the health of his boss’s ego. So it’s not exactly inspiring when, on Trump’s visit to the CDC, Redfield said the most important thing he wanted to say … was a thank you to Trump, for visiting the CDC. On March 21, 2005, a 16-year-old student opened fire inside a high school on the Red Lake Indian reservation in northern Minnesota. He then killed himself in front of multiple students and a teacher. The rampage left ten people dead, including the shooter. The Red Lake school shooting has been largely eclipsed by the many that have taken place since. But survivors of the massacre believe there are lessons to be drawn from it. “Once someone shows up to your school with a gun, you’re done with [prevention],” said Missy Dodds, a math teacher who survived the Red Lake shooting and is now a school safety advocate. “You are strictly moving into the mitigation and response phases of trying to keep your body count low.” Dodds has teamed up with Jillian Peterson and James Densley, researchers in Minneapolis-St. Paul who compiled the most comprehensive database of mass shooters to date. Peterson and Densley found that 95 percent of mass shooters in schools are suicidal. They believe this finding should reorient the way we approach violence prevention in schools. “If a student says, ‘I’m going to kill everyone tomorrow,’ it’s an automatic police response: expel, suspend... a big, punitive response,” said Densley. “If that same student said, ‘I’m going to kill myself tomorrow,’ we would respond totally differently.” In the second of three installments in UNSAFE: Learning from America’s School Shootings, VICE News Tonight revisits a forgotten tragedy and the people trying to learn from it. In the last two years, the Volusia County Sheriff’s Office has arrested dozens of children for making threats of violence in schools. Some were as young as 11 years old, and many were charged with felonies. “There’s nothing wrong with going for a ride in the back of a police car and understanding what you did is wrong,” Sheriff Mike Chitwood told VICE News. Volusia County’s zero-tolerance policy is emblematic of the law-and-order approach Florida has adopted to prevent school shootings. The Republican-controlled legislature received extensive media coverage for its willingness to enact gun control measures after the shooting. But the Marjory Stoneman Douglas High School Public Safety Act included many more provisions, including a mandate to have an armed guard in every school. Juvenile justice advocates have criticized the bill for emphasizing physical security at the expense of mental health. The ACLU of Florida points out that the state allocates more than twice as much money per student for the former than the latter. “When law enforcement comes into schools, especially under-resourced schools, there’s no one else to call when a kid is in a fight or having a meltdown,” said Michelle Morton of the ACLU of Florida. “And the only tools they have are handcuffs, pepper spray, tasers, and guns." And that's led to a massive and mostly ignored crisis: Entire towns are being displaced by violence, leaving ghost towns behind. The problem is so severe - and stubborn - that a recent study concluded that just between 2011 and 2017 as many as 8 million people were displaced within the country because of violence stemming from the constant battle for territory. But there are virtually no laws, programs, public policy or official government initiatives to help those displaced. And, because people flee their homes individually or in families - not in caravans - the problem has largely stayed out of the public eye. Meanwhile, armed groups have been moving in, making many of the neighborhoods their own. I live in the Netherlands. The plan is twofold. Slow down the spread by limiting contact (all the rules that apply in other countries but just a little less strict) so that there remain enough places in hospital and ICU But also build up immunity.
